It's one of about five thousand Wikipedia mirrors belonging to the same company/person/whatever. Someone pointed this one out via the German Wikipedia mailing list, because they're no longer confirming to the GNU FDL and, apart from that, they seem to be violating name rights.

I confess to being confused. Internet Explorer refused to acknowledge the site existed, so I used Firefox and... what a mess! Text over text, pictures over that, pages and pages of... of... I'm not sure what that all was, actually. My brain shut down protectively when asked to read it.

It's not really what I'd call a mirror. Well, maybe a disorting mirror... *g*
And yes, http://xn--wikipdia-4za.org/ is the same thing.
But I guess we all should stop watching that page. Raising the advertising income of guys who spread shit like that is not funny.
But somehow it's like a big traffic accident, you just can't keep your eyes off of it...
