On 17 February 2008 after the Relay Women at the IBU Biathlon World Championships Östersund, an urine control was ordered which resulted inter alia in sample A-2283567. The sample was sent for analysis to the Anti-Doping Laboratory Kreischa/GER. On 29 February 2008, the IBU has been informed by this laboratory that the sample shows the presence of dexamethasone.
The sample belongs to Ms Tatjana Moiseeva/Russian Biathlon Union who was ranked as part of the Russian Relay team on place 4 in this competition. Since IBU had not issued any Therapeutic Use Exemption for this athlete and various applications of dexamethasone are forbidden under class S 9 (glucocorticosteroids) of the WADA 2008 List of Prohibited Substances in force for the IBU at the relevant time, IBU started a disciplinary proceedings based on art 7.7.1 IBU Disciplinary Rules read together with art 1.2.2 IBU Anti-Doping Rules.
IBU informed Ms Tatjana Moiseeva on her right to promptly request the analysis of the B-sample at the laboratory Kreischa. In addition IBU asked Tatjana Moiseeva to provide an explanation in writing as soon as possible. Her medical doctor(s) and/or the RBU were invited to add their statements.
On 14 March 2008, the IBU received statements from the President of the Russian Biathlon Union, from the medical doctor of Ms Moiseeva and from Ms Moiseeva herself.
On 15 March 2008, the statements were analysed by the IBU Vice President for Medical Issues. Dr. Carrabre came to the conclusion that the substance obviously was used as topical preparation for ophthalmic disorders. In view of class S.9 of the current WADA list on Prohibited Substances such use is neither prohibited nor does it require any form of Therapeutic Use Exemption.
Thus, no case of an adverse analytical finding is given and IBU closed the case.
