Another war is in the making in Libya: the questions are ‘how’ and ‘when’? While the prospect of another military showdown is unlikely to deliver Libya from its current security upheaval and political conflict, it is likely to change the very nature of conflict in that rich, but divided, Arab country.
An important pre-requisite to war is to locate an enemy or, if needed, invent one. The so-called ‘Islamic State’ (IS), although hardly an important component in the country’s divisive politics, is likely to be that antagonist.

Libya is currently split, politically, between two governments, and, geographically, among many armies, militias, tribes and mercenaries. It is a failed state par excellence, although such a designation does not do justice to the complexity of the Libyan case, together with the root causes of that failure.

Now that ‘IS’ has practically taken over the city of Sirte, once a stronghold for former Libyan leader, Muammar Gaddafi, and the bastion of al-Qadhadhfa tribe, the scene is becoming murkier than ever before. Conventional wisdom has it that the advent of the opportunistic, bloodthirsty group is a natural event considering the security vacuum resulting from political and military disputes. But there is more to the story.

Die Bundesrepublik verstärkt ihre militärische Unterstützung für Tunesien und zielt dabei insbesondere auf die Hochrüstung der tunesischen Außengrenzen ab. Dies ist das Ergebnis eines Besuchs von Verteidigungsministerin Ursula von der Leyen in dieser Woche in dem nordafrikanischen Land. Demnach wird die Bundeswehr Tunesiens Streitkräften Ausrüstung im Wert von gut 1,2 Millionen Euro zur Verfügung stellen.

Parallel zu den eskalierenden Krisen in Griechenland und in der Ukraine und zur Beteiligung oder Einmischung in mehrere Kriege in der arabischen Welt forciert die Bundesrepublik ihre politischen und militärischen Einflussbestrebungen auch auf dem afrikanischen Kontinent. Am heutigen Mittwoch geht in der angolanischen Hauptstadt Luanda das sechste "Deutsch-Angolanische Wirtschaftsforum" zu Ende, auf dem sich deutsche Konzerne um lukrative Geschäftschancen in dem aufstrebenden Boomstaat Angola bemühen. Während der deutschen Wirtschaft dort trotz hartnäckiger Bemühungen bislang noch kein wirklicher Durchbruch gelungen ist, ist Berlin bei der militärischen Kooperation mit Luanda schon einige Schritte weiter. Ende 2014 schlossen beide Länder eine Vereinbarung über eine militärpolitische "Partnerschaft" ab; im März 2015 folgte eine gemeinsame Militärübung. Angola empfiehlt sich als nützlicher Verbündeter zur Umsetzung geostrategischer Interessen Deutschlands im subsaharischen Afrika: Es baut seit Jahren seinen militärischen Apparat massiv aus und stellt damit den bisherigen Anspruch Südafrikas, als kontinentaler Hegemon aufzutreten, in Frage.

G7-based companies and investors cheated Africa out of an estimated six billion dollars in a year through just one form of tax dodging, according to a new Oxfam report ‘Money talks: Africa at the G7’, released Jun. 2.

This is equivalent to three times the amount needed to plug the healthcare funding gap in the Ebola-affected countries of Sierra Leone, Liberia, Guinea and at-risk Guinea Bissau.

According to an Oxfam briefing paper release in April this year, an estimated 1.7 billion dollars is required to close the healthcare funding gap to improve dangerously inadequate health systems in these countries. This figure is based on raising spending to the recommendation of the World Health Organisation (WHO) that 86 dollars per capita is required to achieve the minimum package of essential services.

Obwohl der Kontinent einen Anteil von drei Prozent an der weltweiten Wirtschaftsleistung habe, würden nur zwei Prozent des deutschen Außenhandels mit ihm abgewickelt, heißt es beim Afrika-Verein der Deutschen Wirtschaft.
